Personal Protective Equipment is under the responsibility of the Ministry of Labor and Social Security. The Regulation on the Use of Personal Protective Equipment in the Workplace was issued by the Ministry in 2013. With this regulation, it is aimed to prevent or minimize the possible risks in the workplaces. Also according to the regulation Personal Protective Equipmentis used in cases where risks cannot be prevented by technical measures to ensure collective protection or by work organization and working methods.

Personal Protective Equipment can be used to:

  • Preventing work accidents or occupational diseases
  • Protect employees from health and safety risks
  • Improving health and safety conditions in the work environment

Employers must give priority to collective protection measures over personal protection measures.

There are two main pillars in the publication of the Regulation:

  • Occupational Health and Safety Law No. 6331
  • 89 / 656 / EEC and 89 / 686 / EEC Council Directives of the European Union

The duties and powers of the Ministry of Labor and Social Security for market surveillance and supervision are defined in the Regulation on Procedures and Principles for Market Surveillance and Inspection by the Ministry of Labor and Social Security.

Personal Protective Equipment is any tool, tool or material designed to wear, wear, or carry employees to protect against various safety risks.

According to the definition in the regulation, the manufacturer is the company that manufactures Personal Protective Equipment or parts, combines one or more parts, puts it on the market, puts the product name, trademark or distinguishing mark on the product.

Conformity assessment, Personal Protective Equipment in accordance with the technical regulations for inspection and testing and if requested, the activities carried out for certification. In accordance with the Personal Protective Equipment Regulation, conformity assessment studies are carried out by inspection and test or certification bodies authorized by the Ministry of Labor and Social Security.

The process of certification of Personal Protective Equipment is the process of determining that the product meets the basic health and safety requirements specified in the regulation and that it is manufactured in accordance with its technical regulation. For the certification process, an application can be made to the Turkish Standards Institute or one of the certification companies located abroad.

The certification process starts with the determination of the category of Personal Protective Equipment. Personal Protective Equipment is divided into three categories:

  • Category I: Simple Personal Protective Equipment
  • Category II: Other Personal Protective Equipment
  • Category III: Complex Personal Protective Equipment

The European Union Type Examination Certificate is issued by the notified body and indicates the conformity of the Personal Protective Equipment model for Category II and III with the provisions of the Personal Protective Equipment Directive.

European Union Declaration of Conformityis the document which the manufacturer declares that the Personal Protective Equipment issued and released by the manufacturer is manufactured in accordance with the provisions of the Personal Protective Equipment Regulation.
