The European Union's New Approach program has been designed to enable the assessment of conformity assessments to assess the results of the use of different conformity assessment systems in the legislation of the member states. The aim of this new approach has been to bring flexibility to conformity assessment studies throughout the production process in order to adapt to different needs. The Global Approach, the latest study of the European Union, introduced a modular approach to conformity assessment procedures. Eight modules vary according to the developmental stages of product design, prototype production and full production, as well as relevant assessment methods such as document controls, type approval and quality assurance, and the person who will conduct a conformity assessment study, such as a manufacturer or a third organization.

The Global Approach program was finalized with the Council Decision 90 / 683 / EEC. In this way, general guidelines and detailed procedures have been introduced with regard to the conformity assessment that has been implemented within the framework of the New Approach Directives. In this case, the conformity assessment study is based on the following principles:

  • Manufacturer's internal design and production control activities
  • Type-examination by a third party with the manufacturer's internal production control activities
  • A third party product approval or production quality assurance systems together with a third party's type or design review or third party product verification
  • Unit verification of design and production by a third party
  • Approval of complete quality assurance systems by a third party

New Approach Directives define the product groups included in the directives and the dangers to be avoided by the directive. Therefore, a product may be covered by more than one directive.
