After the entry into force of the Building Materials Regulation (2013 / 305 / AB) issued by the Ministry of Environment and Urbanization in the year 2011, enterprises that wish to sell construction materials to the European Union countries must issue a Declaration of Performance and put CE mark on their products. The obligation to issue a declaration of conformity is:

  • If there is a harmonized European Union standard for the building material produced
  • If a European Technical Approval has been issued for this building material

However, for some construction materials, some exceptions have been envisaged in the aforementioned regulation. These exceptional cases are issued by enterprises who decide to edit the declaration of performance and put the CE mark on the products.

The building materials, which are mentioned here, are the materials which are used permanently in construction and construction works. When it comes to building work, not just the building. From road construction materials to tunnels, from dams to bridges and from landscaping to all types of buildings, a very large area is mentioned. When used in the above definition, it refers to all building materials that contribute to the basic performance of the structure in which it is used.

The performance of building materials depends mainly on the following seven basic characteristics:

  • Mechanical strength and stability properties
  • To be safe in case of fire
  • Hygiene, health and environmental conditions
  • Accessibility and security features in use
  • Noise protection features
  • Energy saving and heat protection
  • Sustainable use of natural resources

The performance of building materials must provide at least one of the seven characteristic characteristics.

The Declaration of Performance is required for the CE marking on the building materials produced. On the other hand, the construction materials that need to be CE marked can be classified as follows:

  • Roof coverings, roof lightings, chimneys and auxiliary materials
  • Cement, aggregate, plaster and concrete auxiliary materials
  • Road construction materials
  • Facade cladding and facade cladding
  • Doors and windows
  • Fire alarm and fire fighting products
  • Metal and plastic fasteners
  • Glass materials
  • Materials for masonry
  • Membrane and geotextile materials
  • Pipes, tanks and related materials
  • Precast concrete materials
  • Reinforcing steel and reinforcing steel
  • Structural bearings and metal products
  • Structural wood products and wood panels
  • Thermal insulation materials

The declaration of performance prepared in accordance with the above mentioned Construction Products Regulation (305 / 2011 / AB) is very important to protect the rights and interests of the enterprises. Because businesses cannot be held responsible for any performance they do not declare.

The characteristics of the performance statement are as follows:

  • It is a document that the business introduces its products.
  • It is a tool that the enterprise takes responsibility on the basis of type test reports
  • Legal proof between enterprise and consumer in controversial situations
  • A document containing introductory information about the product for the end user
  • It is a foundation that provides protection for the performances that it does not declare
  • It is a document offering assurance to all parties involved.

The following points should be considered when preparing a performance statement:

  • A separate performance statement should be prepared for each building material project. The scope of construction material should be explained in this declaration.
  • The declaration of performance must be the certificate tracking number of the manufacturer.
  • In addition, the company must have the company information.
  • In the production of construction materials, which performance criteria are applied must be specified. These performance criteria are given in Annex 1 of the Construction Products Regulations (Annex XNUMX).

An example of how to prepare the performance statement is given in the annex to the Construction Products Regulation (Annex 3). A copy of the declaration of performance in conjunction with the commercially available building materials or in electronic form must be submitted to end users.
